The Operations Evaluation Department of the World Bank appointed a three-member team to produce a country study of the forest sector in India and contracted with WII to have one staff member as part of the team.

Considering the large outlay of the Bank in the Indian forest sector, it was important to perform an independent and unbiased review so that activities in the projects over the last decade could be used as a learning experience and as inputs towards formulation of future projects in this sector.

The team made field visits, interviewed participants in the project, considered divergent views and analyzed the performance of all World Bank forestry projects in India over the last decade.
