The UP-HRD and Manpower Planning project was part of the World Bank-assisted Uttar Pradesh (UP) Forestry project. The purpose of this assignment was to develop a Human Resource Development (HRD) action plan and Human Resource Management (HRM) strategies for the UP Forest department. These will help it adopt better to the changes in forest management being induced by World Bank assistance. At the end of the project:

• An elaborate HRD plan was drafted and documented.
• A Manpower Plan, suitable for the new management system and including state-of-the-art technological innovations such as Forest Management Information Services (FMIS), was developed and distributed on CDs.
