Background
The study focused on the identification, monitoring and streamlining of the aspect of convergence of MG-NREGS with other schemes of the various line departments in the pilot districts under study. Some of the line departments with whom convergence could be initiated were identified during the course of this study and included the Forest Department, Water Resource Department, Agriculture Department, Horticulture Department, Fisheries Department, Land Resource Department, Veterinary Department, etc. The study was carried out in four blocks of each of the two districts, namely Betul and Sehore in the state of Madhya Pradesh; and two villages within each block of the two districts.
Objective
The main objective of this project was to monitor convergence between MG-NREGS and other ongoing schemes of different Ministries / state Departments in order to ensure effective convergence so that the assets created are durable to strengthen the livelihood resource base of the rural poor. As part of the project, MG-NREGS worksites were monitored to ensure: - Creation of durable assets and value addition to assets created under MG-NREGS through convergence for sustainable livelihood
- Skill building and moving towards sustainable employment through convergence
- Creation of awareness amongst the MG-NREGS beneficiaries on different governmental schemes and services for their livelihoods through convergence.
Approach
The approach to the study consisted of review of secondary documents, review of the MIS set up under MG-NREGS, in-depth discussion with the project management unit personnel, PRI representatives and Government functionaries, data collection through household surveys, focus group discussions, observational site visits and identification and documentation of best practice cases in the two districts.
Concluding Remarks
Based on the findings and analysis of the data collected from different sources – primary as well as secondary – along with the inferences drawn from the same, the recommendations drawn with respect to the MG-NREGS convergence with schemes of the various other line departments, for both the districts, i.e. Betul and Sehore, including the remedial actions with respect to the present interventions / activities being undertaken at the district level were enumerated. In addition, an action plan detailing the future possible convergence interventions, specific to each of the two districts, i.e. Betul and Sehore, was also presented following the completion of the study.
The Way Ahead
This project was successful in facilitating the process of convergence of various schemes and benefits from the various line departments for providing holistic development and securing the livelihood of the BPL communities. The remedial actions and recommendations for future interventions provide the source for further planning and implementation of the possible convergence initiatives involving MG-NREGS and other schemes of the various line departments at the district level.
