More than 1.2 billion people live in the cities with unacceptable levels of suspended particulate matter arising from inefficient combustion of fossil fuels. Fossil fuel combustion accounts for 76 percent of the world’s energy use and is the principle source of green house emission globally. The USAID, through its Office of energy, environment and technology has undertaken a cooperative agreement aiming towards ‘increased use of Renewable energy’ resources.

Winrock International India under a sub contract with Winrock International India organized a Conference on "Policy and Financial Mechanisms for Renewable Energy Promotion in Andhra Pradesh" in Hyderabad, Andhra Pradesh in August 2003. WII also developed a manual for Promoting Renewable Energy Financing through Innovative Mechanisms in India. The study highlighted:

  1. Institutional challenges faced in promotion of RE technologies
  2. India’s experience and lesson from its RE program
  3. Financing RE and their availability
  4. Challenges and issues with RE financing
  5. Innovative mechanisms in RE financing
  6. Case studies, Success stories
