Finance Related Activities
The India Renewable Energy Enterprises Development Fund (IREED): One of the prime objectives of the Increased Use of Renewable Energy Program was to facilitate access to financing for renewable energy entrepreneurs. To this end, Winrock International India (WI) developed an investment mechanism -IREED Fund - to leverage local and international capital for renewable energy enterprises/projects as well as provide global examples of how to structure locally-based investment funds designed to invest in clean energy and related projects/enterprises. WI and WII focused on raising funds for the mechanism designed and structured in 2001, as well as on developing the transaction base for the mechanism. The Winrock International India team identified and briefed key investors for the mechanism. In addition, WII is working on identifying a deal flow pipeline for the Fund.
The Clean Energy and Infrastructure Development Bank in Nepal: was designed to leverage local and international capital for renewable energy enterprises/projects as well as provide global examples of how to structure locally-based investment funds designed to invest in clean energy and related projects/enterprises. WI and WII worked on structuring and executing the Technical Secretariat and Private Placement Memorandum for the Clean Energy and Infrastructure Development Bank in Nepal.
Policy Related Activities
Financial Structures to Support the Development of Off-Grid Renewable Energy Options in Rural Areas of Developing Countries: WI is assisted USAID countries in developing policies and regulations that would improve market conditions for use of grid-based renewable technologies. To this end, WI, WII, and Dr Oscar Coto worked together to develop a World Bank/USAID discussion paper designed to capture the current experience base with policies/financial incentives that would encourage clean energy generation.
Mobilizing Private Capital for Investment in Distributed Generatio (DG) Solutions:
WI and WII developed a brief as part of WI's support to USAID on defining a strategy for DG in India. The goal of this brief was to help donors define the modalities for mobilizing private capital for financing for, and therefore assist in the acceleration of, the market penetration of DG solutions that lead to sustainable development. The brief focused on the design of financing mechanisms in which subsides can be delivered in an efficient manner to support the growth in efficient DG options in India.
