The project helps defray the high up-front costs associated with developing small- and medium-scale renewable energy enterprises by

1. providing an investment window for low-cost, long-term credit to entrepreneurs in the initial phase of a subject project
2. strengthening entrepreneurial ability in developing business plans necessary to access financing
3. linking entrepreneurs with financiers and technical assistance services tailored to meet the requirements of their business
4. assisting entrepreneurs in developing an umbrella association with policy and trade wings to address issues relevant to the industry.

ARECOMM was structured as a revolving fund, designed to provide the opportunity to further finance new and expanding renewable energy enterprises in the future.

WII’s objectives under ARECOMM are to assist in the commercialization of renewable energy in India by providing financial and business plan development assistance, and working with subject entrepreneurs to access further funding as needed.

WII identifies commercially viable renewable energy enterprises in need of financial assistance, customizes a financial package for approved projects, monitored the progress, and provides ongoing input and technical assistance from its own in-house expertise and resources. These range from providing engineering services for efficiency improvements in bagasse cogeneration facilities to accounting and strategic input in a high-growth photovoltaic company serving productive use applications in rural areas. Where in-house capability does not exist, WII contracts consultants.

WII has placed funds of around two million rupees as financial assistance to renewable energy entrepreneurs. The projects financed have started repayments, which forms a revolving fund for providing ongoing financial assistance.
