Winrock International India organized two workshops titled "State Level Capacity Building Workshop on Clean Development Mechanism" in Kolkata and Ahmedabad. These workshops were supported by the Institute for Global Environmental Strategies (IGES) Japan under their "Integrated Capacity Strengthening for Clean Development Mechanism (ICS-CDM) Program".

The objective of the workshop was to create widespread awareness on CDM project identification, development and implementation activities by which the potential of developing CDM projects from the respective states can be unleashed and enable the respective region to make significant contribution to sustainable development. The main topics in these workshops included broad overviews of climate change, CDM, host country issues, the relationship of CDM to sustainable development, the GHG markets. The workshops introduced the project developers to the process of baseline setting and determination of additionality and gave them an exposure to other related issues such as finance and legal issues.

The first workshop was conducted on March 17-18, 2004 at Hotel Taj Bengal, Kolkata and the second on March 23-24, 2004 at Taj Ummed Palace, Ahmedabad.

Both workshops were successfully conducted with participation from NGOs, industry, academic institutes and government departments. Around 50-60 participants attended each workshop. Printed copies of the workshop proceedings are available with WII.
