Winrock International India in association with Cogeneration Association of India organized a Conference-cum-Business Meet entitled "The CDM Opportunity", on April 25 and 26, 2003 in Delhi. The conference provided a platform or a forum to initiate discussions among the stakeholders in the sector - the policy makers, the regulators, the financial institutions, the sellers, the buyers, and the intermediaries - on the CDM opportunity. The proceedings gave participants an opportunity to gain knowledge from experts, clarify their doubts through discussions, and help them equip their businesses to reap maximum benefits from the CDM mechanism. The Business Meet also encouraged interaction between the buyers and the sellers to help catalyze the process of CDM transaction.

The first day of the conference got all the stakeholders together and offered them an opportunity to gain knowledge from experts, clarify their doubts through discussions and help them equip their businesses to reap maximum benefits from this emerging opportunity. The conference comprised four sessions.

• The Inaugural Session
• The Market Overview session
• Session on Government Rules and Regulations
• Session on Buyers Perspective

On Day-II, the organizers facilitated moderated discussions between the pre-decided set of buyers and sellers.

The following objectives were achieved:

• Clarification of the rules and procedures on the CDM authority as well as the approval process by MoEF.
• Clear enunciation by the two most important ministries, MNES and MOP, on the types of projects they would like to see as well as provide assistance for developing as CDM projects.
• Exposure to the Sellers in India on International Buyers' perspective on CDM.

Exposure to the international Buyers on the CDM potential in India and type of projects those are likely to be seen favorably by the Seller as well as GoI.
