The Netherlands Government launched CERUPT 2001 to procure 3 million certified emission reduction (CER) certificates from projects in developing countries under CDM. WII submitted two proposals, one for a 14.45 MW wind project based in Tamil Nadu, and the second for a 15 MW wind + biomass project based in Tamil Nadu. WII undertook estimation of expected CERs to be generated by the project as well as necessary documentation as per the tender guidelines. The project was submitted for the selection phase. A detailed baseline was prepared by WII along with project emission reduction estimates as per the requirements of the project design document (PDD) for the contract awarding phase. The PDD has been validated by independent OE as per CDM guidelines and is the first such validated project for India.

The proposed 14.45 MW wind energy project with 17 Vestas type V52-850 kW wind electric generators (WEG) are being erected near Rameswaram, Tamil Nadu (India). The proposed CDM project was expected to produce 41.18 million kWh of "green" power per year (net of auxiliary consumption) with a high capacity utilization factor of more than 34%, and supply renewable source (wind) based power, thus displacing creation of fossil fuel-dominated grid power in TNEB.

WII was responsible for the carbon advisory services and fructified this project under the CERUPT tender. WII developed the Project Information Note (PIN), baseline, and the Project Design Document (PDD) and submitted it to Senter International (the buyer of CERs).
