The RECOMM project aimed at accelerating the introduction and use of Renewable Energy Technologies (RETs) in India.

To further the objectives of the original RECOMM project (See Completed Projects), the ‘reflow’ funds are offered under the RECOMM Reflows Program to developers as long-term loans to help defray the high up-front costs associated with the commercialization of solar PV, small hydro, and wind enterprises.

WII, on completing the implementation of the (RECOMM) project, is investing the reflows of the funds into conditional grants, loans, etc, monitoring its effective use, circulation, and benefits.

WII encourages promoters interested in developing commercially viable renewable energy enterprises apply for an investment fund, customizes a financial package for approved projects, monitors the progress, and provides ongoing input and technical assistance from its own in-house expertise and resources. These range from providing engineering services for efficiency improvements in bagasse cogeneration facilities to accounting and strategic input in a high-growth photovoltaic company serving productive use applications in rural areas. The RECOMM reflows activities are intended to support:

  • Providing commercial loans and conditional grants to accelerate commercialization of RETs.
  • Promotion of Renewable Energy Service Companies (RESCOs) which would operate on a commercial basis.
  • Assist private sector in financing and capital to encourage commercialization.
  • Providing assistance to capacity building in RE project development.
Since the majority of the projects supported under the RECOMM facility have moved forward, WII now has a steady stream of funds flowing back to its account. See Submission Guidelines for applying for financial assistance.
