Objective:
The goal of the project was to enhance sustainably the livelihoods of the rural poor in Madhya Pradesh. The purpose was to implement in tribal districts effective policies, programmes and institutions that sustainably enhance the livelihoods of poor rural people.
Achievements The mandate of this assignment was to carry out a detailed assessment of the carbon market opportunities for poor rural communities in MP that could be supported by MPRLP. After conducting extensive field visits and discussions with stakeholders, the activities as highlighted in Table 1 were identified as the potential ones –

The above mentioned activities were screened for their eligibility to earn revenue from carbon credits through the regulatory and/or voluntary markets using a specially designed screening tool. Two screening tools – one for forestry projects and one for non-forestry projects were developed as part of this project.
The following issues and general guidelines were recommended to be followed to tap the carbon market for the pro-poor carbon activities to be carried out in the state-
- For any new project, ensure that CER revenue is considered before implementing a project activity. This is one of the major requirements as per the regulatory market guidelines.
- Make sure that overseas development assistance is not used for project implementation. The funds for such projects can come from the state government.
- Ensure that the project enjoys a good stakeholder involvement and participation. Stakeholder consultation meeting is an essential aspect of any CDM project and this should not be overlooked.
- Prepare a clear monitoring plan for all projects. A dedicated CDM team with a technical and a finance person is essential. It has been noted that projects that manage to get registered as CDM projects face problems during the monitoring and verification stage because of lax monitoring outlined given in the Project Design Document.
- Before developing the project for CDM, calculate a conservative estimate of the CER’s to be generated and ensure that the transaction costs can be met with the revenue generated from these CERs.
