The BASIC Project supported the strengthening of in-country capacity of Brazil, South Africa, India and China to undertake analytical work to determine what kind of climate change actions best fit within their national circumstances, interests and priorities. The project created a multi-level network by bringing these four developing country governments together with domestic and international non-governmental institutions with expertise in research, policy and implementation in a manner designed to provide long-term in-country capacity gains across the governmental/non-governmental divide. By supporting the capacity of these countries to draw lessons from their implementation experiences, both in terms of insights gained from institutional processes as well as implementation of specific climate policies and providing opportunities for mutual learning amongst a wider group of developing countries, this project provided an important starting point for shaping the future of climate policy, domestically and internationally. Overall, the project was coordinated by the Institute for Development Studies (IDS), Sussex, along with associate team members from Germany, India, China, South Africa & Brazil.
BASIC covered core issues such as to impact on the evolution of the climate change regime - mitigation, adaptation and salient legal, institutional and procedural considerations at the domestic and international level - around three core components:
- Strengthening in-country institutional capacities;
- Strengthening analytical capacity to analyze and put forward future action proposals and understanding others, and
- Strengthening the negotiation skills and expertise base for developing countries relating to climate negotiations.
These components were achieved through implementation of five functional tasks through a selected mix of activities involving dissemination of information, training, mentoring, networking and mutual learning-by-doing opportunities. Uniquely, each functional task was led by a country task team that cuts across geographical as well as government/nongovernmental lines.
