Background

WII has undertaken the project to synthesize, review and compile India’s Second National Communication to the United Nations Framework Convention on Climate Change. As a part of India’s commitment to UNFCC, the NATCOM Report seeks to provide comprehensive information, among other things, on the National Circumstances, National GHG Inventory, Impacts and assessments and steps and actions taken in India to mitigate and adapt to Climate Change. The activity is in accordance with Decision 17/CP.8 which provides the guidelines for the preparation of national communications from Parties not include in Annex I to the Convention.

India’s Initial National Communication to the UNFCCC was submitted in June 2004. After the submission of India’s First National Communication, the Ministry of Environment & Forests launched the preparatory activities for the preparation of India’s Second National Communication (SNC or NATCOM II). A detailed work programme was developed under a National Steering Committee to facilitate research activities and participation of more than 75 institutions.

Objective

To collect and review studies commissioned to provide inputs for the Second National Communication
To compile the outputs submitted by institutions participating in this activity
To draft the contents of the Second National Communication from the outputs obtain from the implementation of the Work Programme for NATCOM II
To present the final report as a publication with chapters and all relevant annexures

Activities

In pursuance of this project, Winrock International India has undertaken the following

• Study and review all reports submitted by scientific and research organizations for the purpose of preparation of the Second National Communication
• Synthesis of all reports on different subjects allocated for the Second National Communication as per the framework given in the First NATCOM report
• Identifying gaps and sources for relevant information
• Presenting the Second National Communication as a compilation consisting of seven chapters
